New "Sub-Region" or group locations into a region?

Hi there,

I am trying to add a handful of locations (i.e. cities) to an “area” (which is much smaller then region).
Example:
Pokolbin is a town in an area referred to as the Hunter Valley which is a popular tourist destination.
The GD region is New South Wales which is much, much larger then the Hunter Valley.
I would like a user to be able to search for Hunter Valley in LOCATION and find a defined set of cities under that location.
I would like to avoid doing this with the Search for field as I just got rid of that field as it was not that user friendly.
Is this possible or can you think of a good workaround?
