No way to pay after initial chance

Here is the problem.

User hit add place.
User register and after that the place form shows up.
User fill the form.
User hit review.
User have a preview and a box telling him to pay.
User hit pay and it takes me to paypal.
User close the window. (without paying)
User go to the site again.
User can see and edit his place.

The result is that the user can edit and see his place. It will always be a draft and there is no way for him to pay for it and get published.

How to fix that ?
