Only listings added by admin with "Claim listing?" feature

Hi,

I was wondering if it is possible to only have the “claim listing” option/ “Business Owner?” available when a listing is added by the admin.

When a visitor adds a listing to my website it will always be from the owner so the listings should be automatically “Claimed”

However, to populate the website, I would like to add as “admin” some listings which can be claimed by the owner.

Is this possible?
Or for example to have specific CPT associated with claim listing so these will be automatically verified?
