I’m trying to create a new account (for testing) and geodirectory doesn’t seem to like a plus sign in the email.

For testing, I like using gmail’s feature of allowing aliases for an email using the plus sign:

    myemail+wpgeo@gmail.com
    myemail+wpgeo2@gmail.com

If I use an email with a plus sign, I don’t get a confirmation and no user is created.

Just create a user with that email address in the backend.
You will then be able to use that email to login from the frontend.
The backend does not have the same validation; the only other way would be to disable validation, because there are no real emails with a + in them.

The plus sign is a valid email character, and I use it all the time when registering on web sites.

The local-part of the email address may use any of these ASCII characters.[4] RFC 6531 permits Unicode characters beyond the ASCII range:

Uppercase and lowercase English letters (a–z, A–Z) (ASCII: 65–90, 97–122)
    Digits 0 to 9 (ASCII: 48–57)
    These special characters: – _ ~ ! $ & ‘ ( ) * + , ; = : and percentile encoding i.e. %20
Character . (dot, period, full stop) (ASCII: 46) provided that it is not the first or last character, and provided also that it does not appear consecutively (e.g. John..Doe@example.com is not allowed).
