promote featured listings in search results

    Hi,
    I m looking to change the algorithm of the search results:

    Promote featured listings in search results:
    I want to rank featured listings within the nearby search parameter before the natural search results (ordered by distance).
    Order:
    1. featured listings (If any nearby, sorted by highest review).
    2. all listings nearby, ordered by distance (double listings possible)

    Also both 1 and 2 require a header so the user understands 1 are selected listings followed by natural results. so search results have 2 sections.
