Restrict ability to add any listing to business owners only

Need help with the best way to do the following:
I’ve added nearly 800 listings on my city directory, and I only want business owners or representatives to be able to add additional or claim listings. They must first submit/claim a listing for a free or paid package, which then must be approved by an admin before publishing. I am using latest version of Prices and Payments and Claim Listing plugins.

Right now someone can register and add a free package regardless without approval. I don’t want something inappropriate listed, therefore the reason for needing every listing approved first.
