Stop adding cities from front end.

    Hi Team,
    I have come across an interesting situation where we are working on a India based directory and got a listing from Birmingham, London.
    How can i stop people adding custom Regions and Cities during add listings process.
    1st Image is for listing that i got which is incorrect.
    2nd Image is for my settings.
    Please advise how can we correctly set someone has to choose from city and region drop-down and stop adding their own custom locations.
