Featured listings not showing up first

Search pages are always ordered according to relevancy to the search query entered.
Featured first is only an option for archive page and GD Listings elements.

To show featured first, make sure :

1. Featured field added to cpt
2. Visit sorting options for the CPT
3. Set featured as a sorting option. Choose ‘Descending’
4. Visit the CPT Archive to see the sort option
5. Set as default sort option, if desired.

What are you trying to achieve?
If you want to search within Australia, just choose Australia:
https://dancingwithher.com/search/?geodir_search=1&stype=gd_place&s=+&snear=&sgeo_lat=&sgeo_lon=&country=australia

Change the GD Listings block on the Location page to show featured first:

Location pages are not search pages.
You cannot show featured first on search pages, they are always ordered according to relevancy to the search query entered.
Featured first is only an option for archive page and GD Listings elements [which is added to the location page as a block for the moment].
