Let’s take a look at an example, now that you have the settings under control.
Can you show 1/2/3 cases where a listing should be included vs excluded?
You can make a private reply to share the search result URLs, and include your WP Admin credentials if you would like us to take a look at the settings.
In General, multiple search criteria would be AND’d together. I am not sure that can be changed without a customization.
Have you already adjusted the sorting options? It could be that sorting options might gt you closer to what you are looking for.

GeoDiretory does not have any addons for messaging.
Once your site visitors have claimed their profile, they will receive the role “author” which they use to manage their listing.
You can use a wide variety of WordPress plugins to send messages to your site members: https://www.google.com/search?q=text+message+to+members+wordpress

It might be easier to do one of these:
1# Add a new html area and allow shortcodes in the area. Make the field “admin only” so that end users don’t see the field. Then do some simpler PHP to load that field outside of the tabs. https://wpgeodirectory.com/support/topic/adding-a-button-to-listings/#post-35225

Tags are not a feature of the Supreme theme, but you can add them yourself:

If you allow listings in more than one region, you cannot use the Add country and city slug in listing urls (/country/city/) option. Re-save permalinks.
Please check that all your listings have a category and that your default location is set correctly. Re-save permalinks.
If your addons and WP are up to date, you can make a private reply with WP Admin credentials and we can check your settings.

User registration is a WP feature:
Head over to Settings » General page in your WordPress admin area. Scroll down to the ‘Membership’ section and check the box next to ‘Anyone can register’ option.
