Have you tried disabling the MaxCDN related plugins?
Please disable non-GD plugins to identify which one is causing the issue.
Also, read the following as GeoDirectory is only fully compatible with GD Booster and WP Super Cache.

I believe that this is an issue with the encoding of your CSV file.
When you open the exported file, please use UTF-8 encoding, and save again with UTF-8.
Then try your import again.

I can see when I open your CSV that it is not UTF-8.
That is a grouped error, as you say. I believe it is the encoding of the sheet that is the issue. The characters are being interpreted as illegal characters because the sheet is not UTF-8. Please change the encoding of the CSV to UTF-8 and save again before you re-import.
We actually recommend a slightly more thorough process.
1) Create a new blank CSV file with LibreOffice and choose UTF-8
2) Open your current sheet and select all , copy all
3) Paste into the new blank sheet (UTF-8) and save again (as UTF-8)
4) Try upload againhttps://wpgeodirectory.com/docs/core-export/

Do you have some sort of IP or country filter blocking login, perhaps?
Please make sure that you have updated all the GeoDirectory plugins you have installed. We are constantly updating the plugin. You can use https://wpeasyupdates.com/ to automate the updates, too.
We have had some experience with mismatches between CSV character sets and the WordPress database character sets. That said, the plugin supports import of both html and non-english characters, as long as they are valid characters.
In order to proceed with diagnosis of the issue, please enable wordpress debug mode on your site and attempt the import again.
Enable debugging via wp-config.php by adding/updating the following lines. During import with site debug enabled, then the errors will be logged to wp-content/debug.log telling you exactly which row is causing the problem.
