Only adding a new listing can be set to draft pending a review.
If an edited listing would go to draft and therefore offline, then you Will get broken links, which is not a good idea.I’ll get the developers to have a look at my answer too, in case something needs to be added.

When a user edits a listing, admin can receive notification that the listing has changed: GD > Emails tab > admin emails > Listing edited.Let us know if I misunderstood. Thanks

“Near me” works direct from the search bar too.
ThanksLike Paolo explains, this is a WordPress issue, not a GD issue.
If you use the same slug for different cities, then you run the risk that some pages no longer work, because the slug determines partly what content is served.
To disable WordPress warnings, you can contact WordPress.

WP Settings > Discussion > Allow people to comment on articles.
If that’s the issue, you will also have to turn it on for already existing listings.
