You can have a full editor if you create an HTML custom field called “Promotions”:

The population of the title and description can just be overwritten. I do not know how to stop the fields auto-populating.
To get the business listing in a tab on the event page would require customization.
You can only link to a business if you have submitted that business or if you are an admin.
You cannot restrict events to people who already have a business listing, but normal users cannot link to other user’s business listings [only admins can].Disable the “how to register” field in the event price package.

you can set up a text field for the Menu Item 1 and number fields for the prices. And create a number of them so they can add extra rows.
You can control how custom fields look with CSS and where they are appearing using the choices in the custom fields.
There is no option to add one more item just by clicking. But if you set up 5 sets, and they only fill in 3 sets, only 3 will show.Some more info at
