There seems to be a conflict with one of your many plugins.
I de-activated “mPress Hide from Search” plugin, and that fixed GD > design > navigation > all options were missing. I cannot find the other conflicting one.
Can you turn off your plugins one by one, and try to find out where the conflict is.
I’ll get someone else to have a look too.Can you post your URL and admin details please.

There is no upload tab anymore, you need to go to the import page.
You can make any reply private by ticking the private reply box, you cannot set the first message in a topic as private.Another plugin or the theme is calling the Google API also on your add listing page, so it is confused. I am not sure which plugin it is, so I suggest to turn them off one by one until you find the conflict.
Currently the neighbourhood system is very basic. It only creates the location page for each neighbourhood created, but not much else.
It is on the development roadmap to completely rebuild it and improve it.
At the moment we suggest avoid using it.
Try deleting the existing marker in that category (or categories) and upload again.
The page is looking for the marker at

I thought you were asking about the order of categories in the popular category widget.
Now that you linked to a listing, I understand your question.
I think for the purpose of ordering them on the detail page, you should be able to change the ID of the categories, I think they are ordered by ID, but it might break your database.
So I’ll ask the others, don’t change anything yet.This blog post should help you re-order the tabs:
