You can use GD for one city only, or one or more regions, or one or more countries.
Every place in the world has an address in the format street address, city, region, country. So even a field is in some locality.
Without assigning a location, the place or event cannot be added to the maps.
GD is not really primarily built for a one city site only, it can accommodate any type of location you like, from village to the world.I hope I have made things a bit clearer?
Did you change the WP user email or the listing email (part of the listing)?
Admin will get notification if a new listing is submitted, either draft or published.
You mean the admin email at

or
