So if you publicly share the login details of the “owner” of a listing, then everyone can edit the listing.

The Google Map API will fill in the Willow Glen neighborhood automatically on my test site.
ThanksI created 3 new listings as the test user without any problem.
You cannot add a listing without a valid login anyway, so there is usually no need to have a recaptcha on the Add Listing page.
You have 2 recaptchas on the same page, see image.
The UsersWP reCaptcha data is still in the system, and you are not using the same version of reCaptcha in GD and UsersWP.
If you do not want to use the UsersWP recaptcha, set the system to delete the data at
UsersWP > Uninstall
and then delete the UsersWP reCaptcha plugin.If you do want to use the UsersWP recaptcha, use the same version and credentials in both and do not enable both for the same page.

For other countries, you would have to create your own neighborhoods at
GD > Settings > Locations tab > Cities sub-tab > Add Neighborhood [see image].You can just disable it at
GD > Settings > Locations tab > Settings sub-tab > Enable neighbourhoods? > NOThanks
