If you want to include location in the URLs, and you allow listings in more than one country, then you have to set GD > Permalinks > Add location in urls > Add full location info with country, region and city slug in listing urls

Add city slug in listing urls can only work if you allow listings in ONE region only.

You missed a lot of the code out. The second part of the code is just showing a customized part only, you still need to include the beginning and the end of the code shown in the beginning of the article.

Go to GD > Permalinks and remove location and category parts from the URLs.
Make sure to re-save the WP Permalinks at WP Settings > Permalinks

A reference to Place or Listings will still be required between your domain name and the slug for the listing itself.

Have a look at the setting of the search widget, I am guessing you set it to
Open customize my search from: > Always Open
