Neighborhoods are a division of cities.
I am guessing Congressional Districts are a division of regions (states).
So using neighborhoods would not work.

I’ll get the developers to look at your question too, but I don’t think there would be an easy solution, if any at all.
Maybe manually replacing states with Congressional Districts every time a listing is added, but that will only make life difficult.

1. I cannot recreate that, I stay on the detail page when claiming.

2. Edit the page “About”.
If you do not like comments on that page, turn off “Allow comments” when editing the page, and delete the comments at “Comments” in the WP dashboard.

Title, description and tags are the default WP fields required for any posts, they will stay on the top, unless you customize the template.

You cannot have a WP post or GD listing without a title, a title is compulsory.

If you want to work on the templates, have a look at https://wpgeodirectory.com/docs/customizing-geodirectory-templates/ but assistance with changing files is not part of support.
