Price packages are not relevant for user access, but for what the listing will display.
If you want to restrict things depending on user level, you will need a membership plugin.
GD price package settings are for listings, not users.

You can have pages that have all listings with Guust as a tag, or in the category Guust, but not fixed pages that have Guust as a search term.

But you can set up a redirect from
mysite/guust
to
mysite/?geodir_search=1&stype=gd_place&sgd_placecategory%5B%5D=&s=guust&snear=&sgeo_lat=&sgeo_lon=

If you select the Kleo header option with the banner, then you can add the GD Search shortcode there, and hide whatever you want to hide with CSS?
