You can possibly achieve this by removing the “Near” field using custom CSS https://wpgeodirectory.com/docs/customizing-your-style/ and change the wording on the first search box using the translation method https://wpgeodirectory.com/docs-v2/translation/overview/#intro . Then you should be able to search the listings using titles or contents for all your listings in any categories.
