No, using the auto-completer will only search within the location.

That theme doesn’t really handle locations (you cannot display an archive of listings in one category/city), so they only search using the radius.

The Theme Builder is included with the Pro addon for Elementor.
Elementor’s theme builder layouts are stored in a separate menu item under Templates -> Theme Builder.
