Did you upload the PO file? You should upload the MO file.
Where did you upload the file? It should be uploaded in wp-content/languages/geodirectory.

What do you mean, moderate registration? No that is not possible. There are plugin that will allow yo uto send them an activation link to verify their email address, but no plugin as far as I know that will allow you to moderate registration.
