that is how WordPress work. Unless you create the place 1st and the tag second and later add it to the place, the tag is created while creating the place so when the place is saved there is already an identical slug in the database and WordPress has no choice, but to create the slug with -1.
The point is that creating a tag with the same name as the place/post title is useless and totally redundant.
There is no good reason to do such thing.

You can only translate country names that are available in each language files.
City and region names cannot be translated in multilanguage.
australia-1 : You must have either a tag or a category with the same slug.

Surely everyone would include a place tag the same as the place name?
Actually not, almost nobody does (never seen anyone before). It is redundant
As far as the slugs works, that is WordPress not GeoDirectory.
It’ll do the same if you create a post and tag with the same title.

did you verified that the payment has cleared? Normally if it goes to draft, it is because the IPN wasn’t returned correctly or the payment didn’t go through.
Please check the IPN status in Paypal for that transaction, take a screenshot and let us know,
