for sure there are only 19 docs under the add-on catgeory and they are all visible. I’m not sure what that pagination refer to, but thanks for spotting it.
Themes are less, so for sure no navigation too.

wsl_render_auth_widget_in_wp_login_form is not a function of the plugin you are using. That snippet will works only if you use this:

If you want to use the wpmudev plugin you’ll need to ask if they have a php snippet to render it.

when you see a difference between logged in and logged out, 99.9% of times the problem is in the cache system.
Do you have a caching plugin installed? If yes which one? Did you try clearing its cache?

that’s definitely a bug, if claim listing is not activate for that CPT the question shouldn’t be there at all.
I asked to the developers to fix this.
