Users could never create categories. On any device…
If you have the address autocompleter enabled and they select the suggestion, the system will create the new region/city automatically.

from what I can see, you didn’t assign the place to any place category, which is a mandatory field.
That could be the reason, however without checking your back end settings, I’m just guessing.

With GeoDirectory you can create locations like this:
Country/Region/City/Neighbourhood
Once you do that you can easily browse : “category in location” out of the box.
Example: hotels in New York: https://wpgeo.directory/supreme-directory/places/united-states/new-york/new-york/hotels/
Using categories as location too, you’ll get a lot of duplicate content and a lot of extra work for nothing.
That said, we don’t provide SEO consulting, so if you trust these people, just follow their suggestions.

and merge them.

did you enable it in GeoDirectory >> Listing Claim > Options >> Enable claim listing? and selected at least 1 cpt in GeoDirectory >> Listing Claim > Options >> Choose post types for show claim listing link?
