you have hidden the entire sidebar for listings here: http://www.carwrapper.com/wp-admin/admin.php?page=geodirectory&tab=design_settings

and that is why the claim listings link is not showing anywhere.

You need to add an else statement after this:

if ($CustomerTestimonials !=''){
                $tab_array['testimonials_tab'] = array(

                return $tab_array; 
            }

Something like

else {return $tab_array;}
