1- Renew and you have not payed yet are totally different things.
I can’t just translate it for pay, when renew also exists.
2- I just have one payed package for 365 days, If someone pays it, why the upgrade thing appears all the time ? It makes no sense.
3- It happened, no idea how, but the place was published with expiration unknown. I changed it by hand to 3 days and mail the user manually so he pays. of course if this happens with 1000 users I will have no life.

1- But its not upgrading anything. Clicking that says, renew for another 365 days. How can someone renew something that its not even active and payed ?
There should be a button that says: “Pay to be published” or “Not payed” or “Please finish publishing”.
Something that tells you its not payed and it will not be published until you do it.
2- About the “Upgrade this place” link. Why its there all the 365 days you just payed ? It should just appear one month before a place will expire.
3- I will add a third thing. The user that did this yesterday, added another place with the same name. That one was published (without paying) and with the expire set to unknown. How was that possible ?

Well my solution is to approve the claim, change the expiration date to 3 days, so they have to renew it.

Yeah, I understand that but this is how I made it.
I create all the places with the info I have. I contact you to let you know that you can admin your place, so you go and see the complete thing and understand visually how your lace is looking.
If you go to your place and see one image and a little description is not attractive, if you go and see 6 pictures, description, tags, phone, time, mail, web, social accounts, etc… You want to claim that and make it better.
The problem also is that there is no way to let the user now he has to upgrade to get the benefits. having to compose a mail to each user to explain that they have to upgrade and why its also really bad.
So not sure how to solve this.

Yeah, the problem there is that there is no way to force them to upgrade.
You can edit the place and change everything.
In the limits there should be a notice to upgrade or something like that.
Example:
You can only use 10 characters for description. (upgrade for no limits here)
You can only add one image. (upgrade for no limits here)Not sure how to make this work now. Having to contact by hand every and each person that claims a listing to let them know that they have to pay, etc… its just not good.
The simple idea is claim and pay, that its. No pay ? No claim.

So how can I force you to pay to be able to edit the place. Thats the whole idea of having a directory.
This is the scenario.
I create 10 places.
I have a $5 yearly plan. (This is the only plan available and active)The owner of one place, go to the site and hit, this is my place and I want to admin it.
So he pays the $5 and from that day he has access to admin his place for 1 year and it expires if its not renewed.Thats how it should work.
Now by what you say and how it works, I have the 10 places, anyone can claim them and never pay. Then I have to go to each place and change the duration to 365 days. Then contact each owner by hand and tell them to pay me, then…
That is really bad.

I really need help with this.
I created a user and claimed a listing and there is no payment in the process. Just new submitted places have to pay.
As an admin I see that its claimed, with no expiration, when the only option available its payed for 365 days.
If its new, everything ok, if someone claims, everything wrong.
What am I doing wrong ?
That was empty.
I changed the user to editor role, edited the post, assigned him, then changed his role again to subscriber and now its under his name.
The thing here is why it was empty ?
If as an admin I edit a place that should not happen, right ?
