Are you using a category CSV file you downloaded from your site first?
Are you using LibreOffice to edit the file?

Please post the file here in private message (ZIP or link) and also your URL and WP admin details and we will have a look if you like.

    Thanks

Try using Libre or Open office. Excel cannot be used to edit files that are to be imported with GeoDirectory.

    https://wpgeodirectory.com/docs-v2/geodirectory/settings/import-export/

If they are new categories be sure to clear the post ID before import.

I had no problem uploading that file at all.
Check you categories now because you have test categories there now.

Make sure that you are leaving the cat ID column blank.
If we need to check anything, we will need a copy of the CSV file and new login details.
    Thanks
