I have the Geo Theme setup, with multilocations plugin, and default sample data, but cannot seem to find any links on the site/admin that let users/admins can browse to state or city urls.

    e.g. example.com/location/ ?????

Welcome, have you set WP permalinks to postname?
Have you added a map to GD Home top section?
Go to GD > design > navigation and add relevat links to your menu.
Then go to GD > multilacation settings and add the location switch to the menu.

Let us know how you went.

    https://wpgeodirectory.com/support/topic/appending-a-1-to-state-in-url/

GD > permalinks > choose yourvtype of URL on the top of that page. That should fix your URL and breadcrumbs, and the city only option will only work if you restrict GD to the default country in multi location settings.

Those settings appear to all apply to “Listing” slugs, and not “Location” slugs.

I have the setting of “Enable default country” enabled, which only fixes the menu, not slug structure.

Oops, my mistake. The city only URL will only work if you use default country AND region [because there will be usually locations with the same name in more than one region].

So it will apply to listings, but only to locations if using default country AND region.

Have you tried to reset your permalinks:
    Settings > Permalinks > Save

I verified those settings, and re-saved permalinks

Sorry, but I made a mistake. You cannot remove the country and region from the URL for locations ever, only for listings.
