Not true, Yelp doesn’t use the structure you mention. It uses search URLs with variables.

https://www.yelp.com/search?cflt=restaurants&find_loc=Guadalajara%2C+Jalisco%2C+Mexico

https://www.yelp.com/search?cflt=plumbing&find_loc=San%20Francisco%2C%20CA%2C%20United%20States

The only way you could use the city as the second part of the URL is using WordPress multisite

site.com as the landing page
site.com/city1 as a subsite
site.com/city2 as a subsite

…and so on

Users would be shared between all sites.

You need to create a network: https://wordpress.org/support/article/create-a-network/

Using the Sub-directories option.

Make sure to activate GeoDirectory and its add-ons for each individual site.

Do NOT network activate it or it won’t work correctly.
