WP – GeoDirectory – Settings – Locations – Cities – Edit
If you change slugs, new listings may be added to the original slug, still, requiring listings to be merged.

Hi, yes, i can see item 707 is not attached to a package, and yet cannot be deleted.
I would recommend you do as you have done and label those unused packages for your own reference.
I will also ask the developers if they have plans about that.
