1. It is not being published at this time, sounds like it is working as expected.
2. I received the registration confirmation email and the configuration message when the listing was published. You can see all emails the system generates on the emails tab in the settings.

You can use a CPT without physical location enabled. Is that not what you are looking for?
That particular one looks like it is replacing an apostrophe. You could try a bulk edit by exporting, find/replace, then re-import. Not sure how it happened. An encoding mismatch, perhaps.
Certainly, and with multiple browsers. Maybe a setting you have stored on each? A browser extension? Try connecting to the site with incognito.
