We have created a task to work on this, to update the theme, and will provide an update here when that is released.
Until that time you can add the GD > Dashboard element to another widget area.
This is not a settings issue, but instead some code we have added to GD to provide support for the use of that plugin. Changes will be included with the next update to the GD core plugin.

Your earlier template was create before the GD Post Address element was released. We are always releasing new features and taking advantage of them means editing the templates to include new elements that work with your site, the way you want it.
That tab, the custom one you just added, that is using the default options for GD Linked Posts.
You can ‘upgrade’ by clicking on the Custom Field -> Shortcode
Then create a shortcode using “gd_linked_posts” that has the options you want.
You can do that for the map tab, too, to override the default options.

Using the builder layout the page with columns as you like.

I have spoke with the developers and they say that this is not possible without a customization that falls outside support. The customization would be very intensive and may cause conflicts with other plugins.
The main reason for prefixes like that is to prevent ‘namespace collisions’, so that items like functions and css rules do not interfere with each other.
I will flag your topic for the developers to comment on that.

Let me try to answer your questions:
It is not possible to merge neighbourhoods.
Deleting a neighbourhood will not delete the listings in the neighbourhood.
To see all the listings in a neighborhood visit one of the archive or location pages based on the URL pattern shown here:

Instead you can create a new tab with a shortcode:
