You had not selected any post types at GD > Claim Listings > Options tab > Choose post types for show claim listing link
Categories are required, you should not set that to inactive.
I also corrected the GD permalink to “Add region and city slug in listing urls (/region/city/)”
You need to translate “Search” in the core language file, and then translate Places using the Custom Post Type addon or the language file.

When both are turned off: nothing can be seen by anybody
When only “Is Active is turned on: users and admin can edit and see
When only “For Admin use only is turned on? : Nothing, the field will not be active.

It should be pretty clear if your users use PayPal, that the amount is in USD. If they only have a CAD account in PayPal, they will be shown a converted amount,.
