The only way to trigger it on page load, is on entry to your site, which you don’t want.
As you already discovered, alternatively it can be triggered by ticking the “near me” box.
There is one other way, which is by adding the “GD > Near Me Button” widget to your page.I’ll set this to resolved, let us know when you have any other questions.

You do not have the Location Manager installed, so there is nothing to redirect to, your site is limited to one location for the moment.
Install the Location Manager and that setting should pop up.I don’t think that part is made for shortcodes, I think it is the part that creates excerpts in some themes, but I will leave this with Paolo.
Can you post your URL and WP admin details in a private reply, then we will check your settings.

Without having the Location Manager addon, you can only upload listings to your default location.
That CSV should upload fine if you have that addon activated. -
