If the price package allows four categories, then it does not matter whether logged in as admin or as a normal user when editing a restaurant. I was able to add 4 categories without any error from the frontend, so I see no reason why that would be different for normal users – unless they are on another price package.

Are you allowing Events to be added from the frontend at GD > design > navigation > Allow post type to add from frontend ?
Images for new listings need to be uploaded by FTP:

That should help you sort it.I had no trouble at all from the frontend, after I deleted all but one category from the backend.
If you want to select them without a mouse, use your up and down keys and “enter” to select a category.What does it mean? “Select category to untick by default on the home map.”
That the category choice in the map legend will be unticked.

The CPT default image is for the CPT widgets etc.Did you set up a recurring price package? They only work with PayPal and Stripe.

Delete all your listings in the admin area, also empty trash – permanently delete
Tidy your exported CSV file, and delete all post IDs from first column
