You can only do that by creating a price package which is restricted to a particular category, and allow the custom fields only for that package.

The sort order is only relevant for the display of the packages on the Add Listing page.
Make sure you set listings added as premium listings to featured in the package settings, and then sort your listings by featured first in the popular post widget.Have a look at this post, that should give you some pointers:

Every listing with an address needs a full address, but you can use “Business Name” instead of “15 Smith Street” for the street address line.
You need to set up a separate CPT, and then go to
GD > General > General tab > Select CPT to disable physical location
and select the new CPT there.
Then you will be able to add location-less listings.
