The setting is a default setting, ie for when you do not choose.
However, you should have a slider there, see image.

It will need fixing anyway.If you want to search by categories (not custom post types) you will need the Advanced Search addon so you can customize your search.
The search function does not search per city or region, you would need the location switcher for that, so visitors can navigate to a state first for example.
If you want the search to work for states, then you will have to make a compulsory custom field that users choose their state from. Then you can add that field to the Advanced Search.Some handy links:

What is your setting at GD > General > Allow user to see wp-admin area ?
What are your settings at GD > design > navigation > USER DASHBOARD POST TYPE NAVIGATION SETTINGS ?If you are still stuck, post your URL and admin details in a private reply, and we will have a look.
You had hidden all your listings from the maps at GD > design > map > HIDE POST TYPE AND CATEGORY ON MAP. I fixed it for you.

From your posts here, I am not really sure what you are trying to achieve. Can you clarify?You asked about how to integrate with S2.
If you do NOT integrate with S2, then all your users can add CPTs and Events at will, there is nothing that puts up any barriers.
You can price any submission of listing separately, you can use coupons to give discounts to existing customers etc. They only need to register once.No, there is no such option.
You can check your user list at WP > Users, but there is nothing that tells you what listings they have submitted and what package they are using.
All I can suggest is to go to their author page:
/author/username/?geodir_dashbord=true&stype=gd_place
and replace username and CPT type as required.With S2 you can restrict or allow access to pages.
So if you get users to pay for a S2 membership for one month, then they access any pages you are restricting from others.
So if you restrict 5 CPT Add-listing pages unless they are paid members, then for that paid month they will be able to submit 5 CPTs that nobody else can.There is also an option for user submitted images to be resized or not at GD > Design > Home:
