That can only be done by changing the category name, or custom coding.

To disable user registration, go to
WP Settings > General > Anyone can register > NOLet me know if I misunderstood the question. Sharing your website URL may be helpful too, you can do that in a private replay if you like.

Please read this again: Empty categories will not show.
You have now added one listing to Food and Drink and Restaurants, so now it shows.If you empty a category of listings, it will be empty and “Empty categories will not show.”, even if they showed before. Listings in draft, or listings without categories do not count either.

Admin should just add the listing as unclaimed. Then wait for someone to claim.
If you want to claim on someone’s behalf, you will need to set as claimed and change the author in the backend.

Once claimed by a subscriber, that subscriber becomes the owner. Un-claiming does not change the owner again. To change the owner if accidentally assigned to the wrong owner, you will have to change the author of the listing by editing the listing. You may have to set a subscriber to be an author temporarily to make the author change possible.
