You can add add the address to the listing as explained here:
https://wpgeodirectory.com/docs/core-place-settings/#show
Go to GD > Place Settings > Custom Fields > Address field, and add the address to “Listings page”
Then hide relevant parts as using this CSS, you may have to customize a bit:

span[itemprop="streetAddress"], 
span[itemprop="postalCode"] {
  display: none;
}

I cannot find the problem, I’ll get a developer to have a closer look.

Like Kiran says, you will need customization which is outside support.
You can achieve what you want using the default settings, and then hide the city from any other pages after the listing is submitted.
