It appears that the conflict comes from the theme. Did you ask for support to the theme author?
Because it appears to be a PHP error, do you see anything in the debug log?

I’ve just tested with one of our Google Maps API key and it works fine. I put back yours and it stops working.
The problem is not the software, you are doing something wrong.
Try this:
1) Go to Design > Map and click on the generate API key button. Copy and paste in the API key field the new API key generated by our system (this will make sure all permissions are enabled).
2) Access your Google Maps Console and make sure billing is enabled for that API key.
Unfortunately we cannot do it for you even if we wanted to, so if you are unable to do this, I-d suggest to use Openstreetmap instead of Google Maps that doesn-t require any API key.

when you have such strict requirements, it is highly unlikely that you’ll find an out of the box solution, covering your exact needs.
The website you mention is not built with WordPress with an out of the box plugin.
It is a custom application that probably costed them tens of thousands of dollars since they started building it 17 years ago (way before WordPress even existed).
If you wish to build a website with Off-the-Shelf plugins, you have to adapt your business model to what the Off-the-Shelf plugin offers.
If you wish your website to behave as you intend 100%, you must build the application from scratch.
What you are elaborating here, doesn’t seem to me to be a viable idea.

I’m sorry to disappoint you, but there is no way to setup something similar without a major customization of our pricing manager and advance search add-on.
GeoDirectory allows to sell unlimited listings per location and listings associated with a price that include the featured status, will appear on top.
You can create 3 or more prices and sort listings ordered by price, with a small customization, but you can’t limit how many of each price you can sell by zip code.
In addition, when a search by Zip code is made, listings are always ordered by proximity. The closest one to the center of the ZIP code will come 1st.

you have V2 of Location Manager and V1 of GeoDirectory.
GeoDirectory V1 requires V1 add-ons and GeoDirectory V2 (still not officially released) requires V2 add-ons.
