that is a link to the login page, not a login/logout link.
You can use a plugin like this to create login links that become logout link when logged in.

Userswp has similar options too.

Not really, but you could remove the edit link from everywhere, that way there is no way for them to edit their listing.

2 million cities shouldn’t be a problem, if the server that is hosting your website is a seriously powerful server.
For such a big database you’ll need a big dedicated server with tons of resources.
You will never be able to run a similar directory on a shared server, VPS or small dedicated.

did you move your install from one server to another and changed domain? If yes, did you make sure to use a tool that doesn’t break serialized strings when searching and replacing the domain name within the db?
