When I updated the plugin, it just cleared my setting in GD > Design > Navigation > USER DASHBOARD POST TYPE NAVIGATION SETTINGS

That solution might be viable on a smallish site, but not on a large site with many regions and cities.
The usability issue appears to be using the single selector for multiple selections. In other words, the same selector is used to pick the state, the region, and the city. That seems to be the source of the confusion.

Looks like I was wrong … utf8mb4 IS the new WordPress default character set, as of WordPress version 4.2.
Still, my question remains: what happens – if anything – if I were to convert the WPGEODIRECTORY tables to UTF8?

You asked about rewriting this sentence to be clearer:
With this plugin you can allow users to leave not only a overall rating but individual rating for anything you choose to setup
Try this:
With this plugin, your users rate the business’s overall performance, then fine tune the rating with as many individual ratings — multi-ratings — as you choose.
If you’d like you could mention that you based the functionality on TripAdvisor, perhaps like this:
With this plugin, your website visitors rate the business’s overall performance. Then your website visitors fine tune their rating with as many individual ratings — multi-ratings — as you choose. This works in a fashion similar to that used by TripAdvisor.
If you’d like to be perfectly clear, you might consider explicitly saying that the overall rating is not the average of the individual multi-ratings.

At the risk of being argumentative, I respectfully disagree with this point:

Which clearly states that you can give your overall rating and than also give multi-ratings.
That was not at all clear to me, and I’m generally a careful reader.
Any idea how long it might take for Stiofan to look into this?

Let me add one last thought: however GD decides to implement this, I do think you should provide an option to hand off the destination location to the mobile device’s map app as an alternative. I often use turn-by-turn directions when traveling, and I think it would be a very useful option to offer from GD sites.

I need to challenge on your #2 response:

300 meters may be the worst-case scenario, but I have never experienced anything that bad on my iOS devices, even using a web app. Best case, of course, is about 3 meters, as long as the mobile device has clear access to two GPS satellites. 10-20 meters is more typical when using just cellular or Wi-Fi networks.
Also, when you say: “Only an app can easily access data from the Phone GPS system” … I do not believe that is correct. See here:

While I agree that it’s a fine idea to offer autocompleter as one of the user interface options, I do not think it should be the default, and certainly not the only option, especially on a mobile device. (I have never seen a mobile site use autocompleter for displaying my current location. Do you know of any prominent sites using this technique?)
I also think it would be OK to use the built-in map apps as the primary source for directions. That way, the user can get turn-by-turn directions from the built-in map app on both iOS and Android devices.

No. The link you provided does not appear to be using the Multi-Ratings addon. It looks like it’s using just the standard Overall rating.

It seems to me that this is a design error. At the very least, the way GD describes the multi-rating functionality is not at all clear on this point (https://wpgeodirectory.com/addons/multiratings-and-reviews/).
It didn’t occur to me that your code might not support this functionality until I couldn’t figure out how to make it work.

No. I already have a custom solution that we wrote and support. The whole point of this exercise is to find a fully supported off-the-shelf solution.
I would encourage you to include this in the multi-ratings functionality ASAP.
Looks like this weekend’s update resolved this issue.
