That refers to the CPT Categories shortcode. Do you have one setup on your site?
Perhaps you have set category max_level to 0, when it should be 1 or greater.

Use this as a template to reorganize your data as needed prior to import.Be sure all ‘parent’ locations exist prior to import: Countries/Regions/Cities

While it is true that they share Widget areas, it is possible to use a plugin like Widget Logic to set some unique content for each page.

When you navigate to
Geodirectory – Design – Detail page – Related Post Settings
This Related post functionality does not have a location filter.
You can disable that, within those settings, for one or more posts types, though, and then switch over to using a widget: GD > Relating Listing. This widget does have the option to “Enable Location Filter” which does filter for city/region and country.

If you are referring to the “Near” field in the search bar, and the autocomplete function, yes, that will always offer suggestions based on the complete set of locations (country, region, city) stored in the location manager.
It would be a customization to limit the function to only countries.

At this time users must be registered with an account to view the “Add Listing” form.
So, at this time that is not possible to expose that form to visitors without a major customization.
