Hello,
are you somehow hiding menu items?
I can’t seem to find all the usual bits and pieces.
Can you provide a full admin with full access?
Right now we can’t see ‘places’ or edit a listing (just to see the UI on backend)

whats the name of the CPT?
What’s the base slug? like ‘places’?
It’s not possible to remove that base slug, it’s critical for how the plugin works.
Did you mean a different slug? Specifically ‘tags’?

Yes, categories are always required.
You can setup a default category, set it to a radio button in Place Settings, and then hide it in various locations.
Category also sets your map icon, too, so, don’t overlook that.

If you want one SUPER FEATURED package to be shown ABOVE another FEATURED package, you could add a special field to the higher package called “SUPER FEATURED”, set it to be default “on/true/yes” and set that in the sort.
You would have to use a single listing widget, though, couldn’t use two in that case, because it isn’t possible to set a widget or shortcode to filter based on a custom field.
If you wanteed to use two widgets, you can use tags to filter, but this is a more complicated useage and requires some manual intervention on the listing.
1. Turn on shortcodes for widgets
add_filter('widget_text', 'do_shortcode');
2. Optional: hide tags from add listing form
3. When user registers SUPER FEATURED package, set a tag “SUPER FEATURED”
4. Add text widget with shortcode[gd_listings post_type="gd_place" layout=4 tags="SUPER FEATURED"]
4A. Note that the filter for tags actually uses the nae/title, not the slug.

It’s true, GD doesn’t have a coming soon type functionality, as that feature is more and more being included with themes and other plugins with special features outside the scope of GD’s focus.
You can try another 3rd party plugin, or contact a GD Expert for help with finding and installing one that works for you:
