You cannot have commas in a category name, that will be treated as two different categories.
Are you overwriting existing categories? If not, “cat_id” should be empty.

Regarding translating neighbourhood, make sure you updated the location manager language file with the latest version.
You have so many active plugins I don’t know where to start. I’ll get Paolo to have a look after the weekend too, but try disabling the plugins you don’t need for starters. That should speed up your site a bit too.

To add listings from the admin area, go to Places and Add New.
To stop users add listings, go to GD > design > navigation and remove all CPTs from Allow post type to add from frontendThey should be setup automatically.
Go to GD > GD Tools > and check if you have all GD pages
Then go to GD > GD Permalinks and check if the pages are selected correctly in the bottom section.IF you cannot fix it, post your URL and WP admin details in a private reply and we will have a check of your settings.
It should just load the next ones as you scroll down, and the speed of that depends on your server.

You will need to edit the template to put some variables around the section you want to restrict.
