Once set up, your users can add listings in any location they choose.
But you need to set up multilocations and you need a default location, but nothing else.Can you check your versions at GD > GD Tools > Run expire check.

You have no widgets at all in the GD Home sections.
All GD addon folders seem to have been renamed, leading to all the broken links.

Are comments enabled for the main listing?All franchises are displayed in the Franchises tab of the main listing, but not on the map of the main listing. But they are all on the map of the custom post type to which the franchises belong.

Wish your spouse a speedy recovery.It looks like you are hosted at GoDaddy Managed WordPress. Their caching is the problem.
GoDaddy managed WP hosting is not compatible with GD, you will need to move to a normal server:
