3. See 1+2. Sell memberships and only members can add listings of various levels. Maybe a free one and maybe pay extra for a featured one.
Or have different membership levels, one allows access to post free listings, and the other allow access to post free and featured listings.The speed of the suggestions is purely server related.

The Near:user defined is in multilocations or advanced search.

That is not possible. You will need a membership plugin like s2member to restrict access to pages etc.
