It is per listing.
When choosing a category for a listing, you should see an option to set the category as default.
(Cannot do screenshots for the moment)You need to set the Transportation category as default, and the Activities category not as default.
Then the Transportation marker should take priority for that listing (unless you are on the Activities page).Go to GD > General > General > Select CPT to disable physical location

NEAR search searches NEAR the centre of Austria, usually in a 40 miles radius (in your case unlimited radius now I guess).
If you want all listings IN Austria (but not Germany or Liechtenstein for example), then you should use the location switcher.NEAR (search) is not the same as IN (switcher).
Right, I see the problem now. Your homepage does not have a widget area at that place, so I suggest you add a new widget area at the right spot.
You might need to create a new template that allows you the right positioning.

How did you add the recent post there? With a widget? If so, add a text widget above the recent post, and then post the shortcode in there.

Your homepage is just another WP page, is it not? No need to add to the php file.You can add a shortcode

Sorry, I misunderstood what you wanted to do.
You cannot have BOTH location-less AND located listings in the same CPT.
