It is per listing.
When choosing a category for a listing, you should see an option to set the category as default.
(Cannot do screenshots for the moment)You need to set the Transportation category as default, and the Activities category not as default.
Then the Transportation marker should take priority for that listing (unless you are on the Activities page).Go to GD > General > General > Select CPT to disable physical location
to disable address.To disable other custom fields, set them to Active > NO

NEAR search searches NEAR the centre of Austria, usually in a 40 miles radius (in your case unlimited radius now I guess).
If you want all listings IN Austria (but not Germany or Liechtenstein for example), then you should use the location switcher.NEAR (search) is not the same as IN (switcher).

You might need to create a new template that allows you the right positioning.

That is just a normal WP page and then chosen as homepage is it not? How did you add the recent post there? With a widget? If so, add a text widget above the recent post, and then post the shortcode in there.

You cannot have BOTH location-less AND located listings in the same CPT. -
