Yes, just set up a new CPT and then go to GD > General > Select CPT to disable physical location. Addresses can only be disable on a CPT per CPT basis.
CPTs that are location-less are not required to add a location, so I do not think that there would be any issue with leaving your multilocation settings for one state only.
You could create a custom field for the location-less CPT, that collects an optional postal address for example …The setting you are looking for is more likely to be in the categories: Places > Categories > Edit category > Default image.

NEAR search searches NEAR the centre of Costa Rica, usually in a 40 km radius.
If you want all listings IN Costa Rica, then you should use the location switcher.

The NEAR field searches NEAR the user’s input (like Stiofan said).
If you want to search IN, the location switcher would be the way to go (that looks in the database for entries that match the request, like you suggest).
So NEAR is not the same as IN. -
