With the Pricing Manager, create 2 packages, 1 with basics only and 1 with all fields.
Users can add the basics using package 1, and come back some other time to add the rest of the fields, using the edit form and using the package 2, or using the upgrade link to add the other fields using package 2.Sorry, but that is not possible.
But you can create a basic package, and a package with more fields, so users can add data in two steps.

You can add location specific content for each category if you like. Have a look the options when you edit a category.
And have a look at GD > Settings > Titles & Meta > Archive pages

Most people just charge a fee for classifieds with the Pricing Manager, and that means that most people set their own limit.
Limiting the number of listings per user may be possible with some custom coding, but people will just post with a different email then.
